making services startup parameters persistent?

Per Microsoft, adding startup parameters to a service is not persistent. The
parameters only apply to that instance of the service.

"To start a service with startup parameters, right-click the service, click
Properties, and then type the parameters in Start parameters before you
click Start. These settings are not persistent; they are used only once, and
then the default settings are restored."\

Is there a registry edit that will allow an added parameter to be persistent
upon reboot or restarting of the service?

Don't know.
But you may be able to start the service using SC.EXE (from the
resource Kit) instead and include additional arguments. Partially
dependent on the service(s)'s Dependencies of course.
