How do I go about making Outlook Express my default email provider?

You mean email client...

Control Panel | Internet Options | tab Programs | Internet Programs.

You don't. MS Outlook is not a "mail provider", it is a "mail client". You
use the Windows "Set Program Access and Defaults" menu to make MS Outlook
your default mail client.
