I fins if I add a URL to the custom link bar it ignores that I'm using
shared borders. How can I get an external web address to display under the
top border instead of opening to a full window?

You can't, unless you can edit the page you are linking to.
A shared border is part of the page being displayed. When you click a link
a new page opens - if it's in your site it may have your shared border, if
it's external the new page will not have your shared border.

I can make it reside on the server but I've found that if I make it part of
the offline files FP (being that it's a online forum (perl) will mess up the
data. I guess the solution would be to not re-publish that directory.
