Making a bubble charts without having the bubbles overlapping

Making a bubble charts without having the bubbles overlapping each other. Is
this possible or not? If so how?
 
If the bubbles are close and their size is greater than their spacing, they
will overlap. You can change the relative size of bubbles in a chart by
double clicking the series, clicking on the Options tab, and change the
value where it says "Scale bubble size to ___% of default".
