MakeDirectoey error on IIS on Vista

I have installed IIS on Vista Ultimate and setup my Isapi/CGI application as
follows :-
0.) Enabled Asapi and CGI
Under IIS icons in the IIS Manager for my Application done the following
1.) Added Applic to Application Pool
2.) Created Application under Default Websites
3.) Enabled Directory Browsing
4.) Enabled Anonymous/Basic and Windows Authentication
5.) Allowed Anonymouse access on Authorization Rules

Yet when I run the DLL file I get the following Error :-

" MakeDirectory cannot create directory C:WindowsSERVIC~2NETWORK~1AppData"
Can some one please advise as to what i missed (If anything) or what the
problem could be.
