Make sender know he's blocked

I want to block someone from sending me email, and I want them to receive a
message saying that their email has been blocked. Is this possible?
 
Possibly using "reply using a specific template".
it's usually just better off to leave it.

It's not possible to block email from being downloaded in Outlook,
since Outlook does all filtering on the local level, not the email
server level. Just create a rule within Outlook which permanently
deletes all mail coming from the offending person.

In addition, you could create a rule which sends an automatic reply to
each email this person sends you.

It is also possible that you will be able to create filters on your
email server which will effectively block all mail coming from an
individual. Check with your email provider. I know that my email
provider gives us the facility to create filters at the server level.
