make pictures smaller to email

On my home computer when I email pictures from outlook it ask me if i wat to
make pics smaller. My work computer does not. How can i set i up to do so?
 
IIRC, it is a function of the Image Resizer Power Toy. Your work machine
may not have this installed, and probably for good reason since it is
unsupported.

If you don't have the Image Resizer Powertoy installed, you should be able
to click the "Attachment Options" button to the right of the Attachment
header and resize the picture from there.
