If you're using Nero you select "Burn Image to Disc"
The .ISO file is an exact image of the information that
would be on the physical DVD if Microsoft sent it to you.
You don't do anything "to make it a bootable dvd." It is a
bootable DVD when the image is transfered, or burned, to the
DVD.

You will have to obtain software that will burn DVDs. There
are some that can only write CDs, so it is important to
ensure it will write DVDs, too. You can download Nero Lite
from www.nero.com, I think. You can also Google for links.
You must have a program that will write the image to a DVD,
no other choice.
