Mailing an Attachment

I am trying to attach a word document and mail it via Outlook. When I click on "Send to" "Mail Recipient (as Attachment) I am not getting my Outlook Address List, but a blank. Is there a way to import my Contact List with email addresses? Thanks.
 
Is Outlook your default e-mail application and is your contacts list in
Outlook defined as an Outlook Address book in its properties?

Sometimes when upgrading Outlook, Outlook can get confused about whether its
contacts list is the outlook address book. In such circumstances, you can
delete the Outlook address book(s) from tools > e-mail accounts > view or
change existing directories, then re-add the Outlook Address Book.
