Mail Rules and Outlook Express

I have setup these rules to try to have an email account that does not
accept attachments:

Apply this rule after the message arrives
Where the To or CC line contains '(e-mail address removed)'
and Where the message has an attachment
Delete it from server

AND

Apply this rule after the message arrives
Where the To or CC line contains '(e-mail address removed)'
and Where the message has an attachment
Delete it

After creating the rules, I go into Apply Now, and select Select All
and Include Subfolders.

I've tested it out several times and the rules appear to do nothing.
I have emailed attachments to this account several times from my
hotmail account. Any ideas as what I need to do?

I spent some time looking for an Outlook Express newgroup. I did find
_one_ but it is in the Danish langauge.

So, if we are done splitting hairs, does anyone want to talk
technology?

Outlook and Outlook Express are two completely separate programs and saying
that confusing Outlook with Outlook Express is splitting hairs is like
saying confusing a Volkswagan Beetle with a Mac truck is splitting hairs.
