Mail does not leave the outbox until users clicks send and receive

I have a user with Outlook 2007, Exchange 2003 on SBS 2003, his desktop is XP
PRO and he is able to send and receive emails. However every email he sends
stays in the outbox until he selects Send and Receive. He continues to
receive email without eny issues. Any Ideas on this

Is the "send immediately" option enabled? It is an option in OL2002
so I figure it is probably still there in OL2007.
