macro security

given there is a windows 2003 server with DC being backup by another windows
2003 as backup DC,

what is the best way to allow home-grown macro written in house and yet run
by someone else (e.g secretary or other staff)in the organization.

specifically, there are excel and office documents with macro inside the
documents. These reside in all sort of folders. There are also macros in
workgroup template folder on server shared by everyone.

right now we have to resort setting security to medium. Is there a better
way using self signed cert or otherwise?
