I run a website with FP 2002 and I have received a
complaint from a Mac user that in order to access some
hover button links on the home page, he has to scroll to
the bottom of the page and then scroll back up in order
to view and use them. Any ideas?

Hoovers use JAVA which writes direct to screen and is not recommended for cross platform and browser use (plus the use needs a valid
Java Engine and security settings to see anything)
Plus if you are using any absolute positioning, the Mac handles it differently (if at all)
