lsass.exe fails restart followed by a BSOD -- HELP

I am really puzzelled by this problem. I have had it for
many weeks and I am unable to figure this out. Here is
what happens.

- I have an Athalon 1.2 GHz PC with 576 MB RAM running
Windows XP Pro. It is patched all the way. I have patched
it for the Blaster Virus. I run Norton Anti Virus on it
and keep it very up to date.

- If I start the computer after it has been powered OFF
for more than 10 minutes, the computer boots up fine
without any errors. Everything works OK. I can continue
to use the computer for days as long as I don't reboot it.

- If I reboot the computer at anytime, it will first try
to reboot and I get the blue screen of death (BSOD) with
the following message

"STOP C000021a {Fatal System Error} The Windows Logon
process system process terminated unexpectedly with a
status of a 0x0000402 (0x00000000 0x00000000).
The system has been Shutdown"

If I reboot again, it will reboot all the way and I get a
GUI windows message

"lsass.exe: Application failed to initialize properly
0x0000142 ..."

and the system shutsdown after a few seconds.

If I continue to try to start the computer it continues
to do this. If I wait for 15 or more minutes and then
restart the computer, I can login and it starts to work
again.

I looked into the Event Viewer and I see one service
error as:

he DgiVecp service failed to start due to the following
error: The filename, directory name, or volume label
syntax is incorrect.

This is the only service error I see. I have searched the
internet without any luck to find anything related to
DgiVecp service. I can remove the entry from the registry
for the startup of this service it is under

HKLM\System\CurrentControlSet\Services\DgiVecp

It has two folders Enum and Security. The "ImagePath" is
set to C:\Windows\system32\Drivers\DgiVecp.sys

BTW: This file does not exist on the system

but I am a little hesitant since I don't know what it is.

I suspected the RAM and tried to remove the SIMMS from
the system one at a time (I have 3 SDRAM SIMMS) but that
did not help either.

I suspected the FANS thinking why should this work if I
leave it OFF -- it can get cooler for one thing, but the
FAN for CPU and power supply both seem to work fine.

The temperature monitor in BIOS show the temp. at 79 deg.
C for CPU and 42 deg. C. for System. I touched the CPU --
yes it is hot, but I know it gets hot.

I am really puzzelled and confused. I have spent a lot of
time researching websites all over the internet without
any luck.

Another piece of data, this use to happen more often in
the past. The PC used to reboot automatically at random
times and won't start again until I have left it OFF for
15 minutes or longer, BUT now the behavior is very
consistent.

I can start it after it has been sitting OFF -- Cold for
more than 15 minutes and it will run for many days until
I reboot. Once I have rebooted, I CAN NOT start it until
I leave if OFF again for 15 minutes or more.

has anyone found a solution to this problem? my father has this exact same thing at his office.
