lsass.exe-Access Denied (NO Logon)

My PC is running Windows XP Pro. After the Windows XP loading screen finishes, it then has a lsass.exe-access denied pop-up where it states "A process has requested access to an object, but has not been granted those rights". It only has the option of clicking OK. After clicking OK, the computer resets and restarts this endless loop. Running windows in Safe Mode or any other possible way I can think of, have not been able to fix this. I do Not want to Format C: if possible. I would like to know if anyone knows of solution or fix to this. I would appreciate any help, thanks.

try a repair install
