Low Performance Ratings Explained

The way I understand your performance scores are not all that accurate. It
takes your lowest score and rounds down. My setup below only got a 4 (it
rated my memory at 4.9) everything else rated 5.9-6.6. Overclocking does not
help.

I correct myself. Overclocking can help in addition to stopping useless
processes. I know have a PR rating of 5.
