Lost Windows Fax & Picture Viewer after Office Upgrade

After I upgraded from Office 2000 to Office XP, my Windows Fax & Picture
Viewer stopped working. Now when I double click on a picture, Internet
Explorer opens up instead of the viewer.

Does MS Office have anything to do with the fax and picture viewer, and how
could I restore the earlier setting so that Fax & Picture Viewer opens up on
double clicking a picture file?

Control Panel> Folder Options > File Types. Find the file extension and change
it back to Fax & Picture Viewer
 
Could someone tell me, where could I find the Windows Fax & Picture viewer
EXE file in the directory structure? I could not find any EXE file with
similar name either under Program Files or anywhere in C: drive.
 
In the Folder Options > File Types dialog for .bmp files, the "open" dialog on
my machine is:

rundll32.exe C:\WINDOWS\System32\shimgvw.dll,ImageView_Fullscreen %1
