lost the desktop tab

Problem Description: I seem to have lost the desktop tab
in the window that comes up after a right click +
properties from the desktop. This means that I can't get
to the controls for the back round.
Oddly enough when I created a new user called "Test" the
tab was there.
I feel that I saw a check box some time ago that turned
this tab on and off, is there such a check box?
