Lost Taskbar

Level: Windows XP SP2

System boots normally, presents the login window, accepts my password.
Noticeably longer delay to produce the Desktop. Desktop is finally presented
with all expected icons, but NO Taskbar is preseted. Looking at the started
Services via Administrative Tools only 11 Services are Started, whereas there
are 20-25 Services started on a properly running environment.

How do I launch System Restore to 'fall back' to a known (supposedly good)
point to recapture settings?
