lost system file

Blankmy HP computer, not on line lost TTTip.dll and I can't run the explore utility. I tried restore by microsoft and HP and it doesn't help. How do I return this file? thanks in advance.

TTTIP.DLL is not a Microsoft file. I cannot find any reference to a
TTTIP.DLL file. However, there is a TTIP.DLL which appears to be part of a
toolbox application

ttp_v103.zip 85900 03-05-96 KSD TTip.DLL - provides tooltip boxes which
display comments about buttons on your project. This works with VB3/4,
Access, Paradox, etc.

BlankPlease confirm file name! What do you mean by "explore utility"? Windows Explorer or?

Blankfile name is AGTTTip.dll explore is the utility arrived at by right clicking start. I was unable to rename folders and MY Documents on top did not match MY Documents under owner. Thanks for your interest.
