Lost Start Menu and Task Bar

I am not able to get the Start Menu or the Task Bar to
appear on my monitor. I have tried Ctrl+Esc but can get
no response. Can you suggest a course of action?

Does your mouse move around the screen? Was this right after boot up?
After or before login? Try Win-E as well.
