Lost Local Security Settings

I'm using WindowsXP home. Under administrative tools I do not have Local Security Settings. I've tried to dig for the settings in the registry and searches and come up empty handed. So now I can't set User rights, Policies, etc. I have tried to reload Windows and that did not help. I'm logged in as Admin

Also I want to limit the bandwidth for QoS, but the command "agpedit.msc" does not work, and since that is "under local Computer Policy" I am led to belive that the security does not exist
