Lost item in program start menu

In my start menu under settings-Network Connections I used to have an icon called "internet connection". It displayed upstream and downstream traffic flow between my computer, router & the internet.

This icon has disappeared - how can I get it back?

Ensure that the SSDP Discovery service is running.
Start > Run: services.msc

Thanks - that got it back but I now have another problem.

When I start it the window opens for less than a second then closes! I
tried with no other programs running and it still happens. Also happens for
all users on my computer.

What are you trying to start in particular - "services.msc"?
I tried with no other programs running and it still happens.

Try to start

devmgmt.msc (device manager)
eventvwr.msc (event viewer)
perfmon.msc (system monitor)

regedit.exe (registry editor)
msconfig.exe (system configuration tool)
taskmgr.exe (task manager)
Also happens for all users on my computer.

Scan the system for malware if some or all of these commands fail.
