Lost "indent" and "position" settings on Format toolbar

I posted this question on "FrontPage General" and someone suggested that I
delete a CMD APPL file. This didn't help. For some unknown reason the
'indent', 'line spacing', and 'position' setting options on the Format
toolbar are grayed out and no longer accessible. Re-installation of
FrontPage 2002 and the fix/correct procedure have not restored these
functions. Writing HTML codes is a trial-and-error chore for me.
Suggestions anyone?

Tools->Page Options and look through the tabs for checkboxes relating
to CSS 1.0 and CSS 2.0
tick these boxes. Also set Browsers to Custom. In FP2003 the
checkboxes are on the Authoring tab, but it has a different name in
2002.
