lost </html> tag in border

Pages come up blank in FP except for borders - no code between <body> tages.
Code is viewable in text editor. Some discussions here suggest to check the closing tags </...> in the borders. And sure enough, the top border is missing the </html> tag.
FP will not let me save the page with the tag - it drops it and saves the file.
Even when I create a new page in a different directory, it drops the tag.
What's up with this?

This means that you have other missing tags on the top border page.
