lost files and messages

I seem to have lost a folder and can't find it. It may have been deleted by
mistake. How do I check for this as I have checked my deleted items and there
is nothing?
As well, I have accidentally deleted a message that I didn't want to, how do
I get that back?
Where do deleted items go, as they are not showing up in my deleted items?
 
Assuming you are not on an Exchange account, once perminently deleted they
are gone
