Lost AutoRun functionality with CD drive

I seem to have lost the AutoRun function (where it automatically starts the
installation of a program from a CD when you insert it to the drive, using
the AUTORUN.INF file to make it work.)

My laptop works fine with this, but my desktop machine doesn't. Where do I
go to turn this function back on? (WindowsXP Home on both machines).
