loss of local system policies after applying SP4

SP4 when installed on Windows 2000 can revert local
security settings to those stored in secedit.sdb. That
means changes that were made to security policies that
differ from the policies included in the secedit.sdb
database may get lost.

SP4 appears to turn Windows Update back on in some cases
as well.

What is the resolution to this.

I only found two articles that did not really address the
exact issue.
