Loopback Adapter fails to uninstall

During a Disaster Recovery on a Windows 2000 server, I
need to install the Microsoft Loopback Adapter. After the
recovery, I am able to install the correct drivers for the
NIC card that is in the server, however the loopback
adapter will not uninstall. I receive an error that
says 'Uninstall failed. Device may be used during Windows
startup'. Tried uninstalling through Device Manager and
Control Panel. Neither with success. Always receive the
same error.
