lookup (v,h,index,match)

I would like to use a lookup command to search for data but am overwhelmed by
the various lookup choices and would like assistance. Ideally I want to
search for a number based upon one vertical condition (i.e. staff) and two
horizontal conditions (i.e. 2001 AND CA). For example, searching for Staff @
2001 AND WA. Any suggestions?
---2001--- ---2004---
CA WA OH CA WA OH
Staff 8 9 6 6 5 4
Insurance 6 7 3 5 0 7
Travel 5 4 9 9 8 4
 
Actually you have the ideal setup to use a natural
language formula. Simply use:

=2001 CA Staff

and the formula will return 8. One important note - go to
Tools > Options > Calculation tab and make sure
the "Accept labels in formula" box is checked. Otherwise
the formula will return an error. Natural language
formulas do have several restrictions, but IMO are very
