Lookup... round up

The formula looks like this =LOOKUP($C16,Emissions!B4:B31)

$C16 has a value of 116 which should return a value of 12, however i
looking down the table and choosing 11. So its rounding down to th
whole number, I need it to round up.

Chart

0 - 6
25 - 7
45 - 8
65 - 9
85 - 10
105 - 11
125 - 12


Any better

if you can't resort this table try the following array
formula (entered with CTRL+SHIFT+ENTER):
=INDEX(Emissions!B1:B31,MAX(IF($C16<=Emissions!A1:A31,ROW
(Emissions!A1:A31))))
