Lookup and Match with not exact numbers

I have the following table in a1:e6

Active 24,999 74,999 99,999 149,999
7 4.25% 4.35% 4.45% 4.75%
16 4.25% 4.45% 4.55% 5.05%
20 4.25% 4.50% 4.65% 5.25%
24 4.25% 4.65% 4.75% 5.35%
25 4.25% 4.85% 4.95% 5.55%

I want to extract the number that intersects at 17 and 125,000 which would
be 4.55%. How do I do this since neither the column nor the row are exact
matches?

Try this:

A10 = 17
B10 = 125,000

=VLOOKUP(A10,A1:E6,MATCH(B10,A1:E1))
