looks like a format problem though isn't

worksheet does not accept values as typed...5 becomes 0.05, 100 become 1, so
everything is essentially being divided by one hundred.
I have gone through the formatting and have cleared all formats, doesn't
help, value will however be correct it input WITH decimal point. Also
worksheet works correcly for other users.
Any ideas about this quirk...?

Click Tools > Options > Edit tab
Uncheck "Fixed decimal"* > OK

*It was probably selected and set to 2 d.p.
 
Go to : Tools/Options/Edit

Make sure that "Fixed Decimal" is unchecked.

Click OK
