looking for program to install zip files

i am looking for a program that will install zip files; not an
installer per se, but one that will unzip the file to where I want it
and create a short cut both in the start menu and or on the desktop.
that's all i want it to do so that if i choose NOT to keep the program
I simply manually delete the delete folder where the *.EXE is located
(as well as the short cuts) .

I am not looking for a zip to exe or installer convertor...
