What programs have you looked at so far? Have you checked out Freemind
for instance?

Alpha,
Won't even let you import an image, eh? Well that's no good.
I guess there might be a difference between a flow charting program
and a mind mapping one, but would a flow charting program also suit your
needs? If so, that would expand the list of available software somewhat.

As for mind mapping though, I found "Cmap Tools":

http://cmap.ihmc.us/

but the main download link doesn't work. There is a lot of stuff about
it on the internet, but no download available that I can find as yet.
It's referred to as freeware, but I don't see any info about whether or
not you are allowed to draw images.

Maybe Eve?

The trialware referred to on the Pricelessware page will remain
unrecommended by me. 80)>

The CmapTools client is free for use by anybody, whether its use is
commercial or non-commercial. In particular, schools and universities
are encouraged to download it and install it in as many computers as
desired, and students and teachers may make copies of it and install
it at home. (Commercial companies that install their own CmapServer do
need to get a separate license for a CmapTools client that will talk
to the commercial version of the CmapServer).
