Looking for ISP

I'm an Outlook 2000 user.

Do anyone know of an ISP that I can use to connect to the
Internet with and send email through another email server
with out having to have an email account setup with the
ISP. For example here's what I need to be able to do...
ISP is named test
email account is (e-mail address removed) (not hosted by
ISP test)
(pop3 for (e-mail address removed) is mail.thisaccount.net
and smtp is also mail.thisaccount.net)

The ISP that I'm currently using requires me to send all
my email through their smtp server (mail.test.com). I
would like to send mail through (e-mail address removed)

You don't need to change - I do exactly that. I have my own domain and email
address, but I use the smtp server that my ISP has. there's no problem!
Anyone getting mail from you will just see your email address.

Instead of using the smtp server for the ISP I would like
to use my another smtp server to send email from because
here's what is happening. The ISP smtp server sends from
various IP addresses and the server that the email is
coming into will not let all messages flow as they should,
the messages are lost (not sure why this is happening but
I'm looking into).

If I try to send some through mail.thisaccount.net I get
an error that this server is not found and error code
0x800ccc0e.

Have you contacted the ISP whose SMTP server you're having problems with?
