sort of. But the one I am looking for can resize IE or other web browsers
to view webpages in 640*400 or 800*600 or 1024*768 (or other); mainly used
for web developers but worked on any window.

There is a Javascript for that (IE) that I used once, but beats me where

Res-O-Matic v1.0

a freeware program that'll change the resolution of the screen
when an app launches and then change it back when the app closes ?

If you have ever run into the problem that certain programs or games
are better to be used at a larger or smaller resolution than the one
you use by default, then this little tool will come in very handy for
you. Res-O-Matic allows you to create shortcuts to programs that will
launch them at a resolution of your choice. The resolution will be
automatically switched back once the program exits.
