your are looking for a program like this?

README for Outer Technologies Cacheman 5.50 for Windows 95/98/ME/NT4/2000/XP

Cacheman is a utility designed to improve the performance of your
computer by optimizing the disk cache, memory and a number of other
settings. Cacheman is able to prevent frequent paging to the hard
disk, resulting in improved performance, system reaction time and
stability. Wizards and predefined profiles make it suitable for
novices and yet it is also powerful and versatile enough for the
more experienced user. Cacheman also corrects generic problems on
systems with more than 512MB of RAM.

Homepage: http://www.outertech.com

Cacheman 1.0-4.1 has been released as Freeware.
It's not really freeware anymore, but almost ( If you really cannot afford
the
shareware fee you are allowed to use Cacheman as Freeware. ).
There is also a special XP version , but I couldn't download anything from
there website for some unknown reason..

I could upload v3.8 ( postcardware ) and/or v5.5 to alt.binaries.freeware or
an FTP site if you like.

We allow the free distribution of Cacheman, but we retain ownership
and copyright of Cacheman and its source code in its entirety.

Try RAMpage

http://www.jfitz.com/software/RAMpage/index.html

"Under some circumstances, freeing memory may improve the stability of
Windows 95, and possibly also Windows 98 and ME. In theory, RAMpage
shouldn't make any difference on Windows NT, 2000 or XP, though I have had
some reports that suggest it helps." (It does help on XP Home, or at least
speeds up recovery of memory ...)

FreeRAM XP.

If Pac-Man affected us as kids, we'd all be running around in darkened
rooms, munching magic pills and listening to repetitive electronic
music.
