Control Panel>Display - Set the theme to Windows Classic.

You just didn't look far enough. On the Appearance tab after you've changed
the style to Windows Classic use the drop-down arrow next to Color Scheme.
There you will see all the old color schemes which you can change/adjust in
the usual manner.
