Long delay after restart before internet based programs work

After a restart, my system takes 20 to 30 seconds before internet
applications such as Internet Explorer, Outlook Express, or Hamachi
to run. However, I can open up a dos console window and ping another
computer on LAN, and my web site on WAN (external) immediately
after restart.

I have a backup of my OS partition that when restored doesnt exhibit
this problem. Installing IE8 seems to trigger this problem, but I've
seen it before without installing IE8.

Any ideas?

Never shut it down...
The software takes longer to load than the hardware

The problem was related to one of two "critical updates" for an
HP C7280 printer (I don't know which one, the HP tech support
person just stated it was a known bug). After the updates, applications
that accessed either the ethernet or USB were locked out for 30 to 45
seconds after the system rebooted back to the desktop display.
