What is the least complicated way to restrict access to a
server running Windows 2000 server. I would like to limit
the logon to this computer to the administrator only.

Use a GPO or the Local Security Policy (if you're not using AD) to restrict
the "Log on locally" right to members of the Domain Admins group. If using
a GPO, be sure to apply this setting only to the server in question,
otherwise you will be preventing your users from logging on locally to their
desktops.
