I'm using Windows XP Home.

On my Desktop properties Screensaver tab I checked "on resume password
protect." The effect of this is that after the screensaver is on I have to
enter a password to access the computer. But what I really want is for the
logon screen to appear so that someone could, for example, use the guest
account without having to enter my password..

I was able to do this with XP Professional but I can't figure out how to do
it with XP Home. I would appreciate any help.

I'm not sure, but I think you have to enable the guest account, as a seperate account, in order to let people have access to it without your password. If you , at present, only have one account setup ( yours),then, your password must be used to access the computer. But, go to Start> control panel>user account> then, enable the guest account, and set it's limitations from there.
When your computer is setup with 2 or more users, when the screensaver takes affect, you will see that you ahve 2 ( or more) accounts to log in with, and you can have any, or all of them, set with a password.
