by enabling GPO or modifying registry in HKLM\software\microsoft\windows nt\currentversion\winlogon legalnoticetex and legalnoticecaption you can enable splash screen... my quaestion is is there a way not only adding text to it but also modifying it? i.e. create either html or gif file that will be disply instead of default one.

Not natively. Also FYI the Reg_Sz strings in Windows 2000 are found at;
HKLM\Software\Microsoft\Windows\CurrentVersion\policies\system
