Logon notice message

Was wondering if anyone know how I may be able to send out
weekly notices when users logon to my domain. I want to
display some sort of notice or reminder of new patches or
virus definitions or weekly updates every time users logon
to my network.
 
I would suggest SMS as a better tool for this function.
