Logon disclaimer

I am trying to setup a message so that when our users
logon to the network they get a welcome message. I have a
Windows 2k domain with Active directory. I was told that
if i went into group policy and altered the 'message text
for users attempting to log on' then it would display the
text after the users pressed ctrl/alt/del. I also edited
the 'message title for users attempting to log on' but
still the users do not get a message, why is this?

Did you do it in the "Default Domain Policy", not the "Default Domain Controller
Policy"?
