Logoff screen changed

Someone at a sister program changed the screen seen when logging off/on to
something ghastly looking. The coordinator of that program wants me to find
out how to get it back to normal. Any help would be appreciated. Win2000.

Just to be clear, I'm not talking about the desktop background (it looks
pretty normal), but the screen seen when the user issues Start|Logoff or
the Ctl+Alt+Del logon screen. Same fix?
