How to delete the Welcome screen after the XP logo screen?

Also, how to move an icon to another location, still on the desktop? I
tried mouse left key/right key, neither work to do this.

How to turn on automatic logon in Windows XP:
http://support.microsoft.com/kb/315231

Right-click on the Desktop, click "Arrange icons by" and uncheck "Auto arrange". Now simply drag-drop the icons to your preferred location on the Desktop.
