Login Template and Local Resource

Can't make the Login Control to work with Local resources

<asp:Login ID="lgi_Controls" runat="server" meta:resourcekey="lgi_Controls" >
</asp:Login>

UserNameLabel.Text remain the same as well as all the other sub-control

Any idea why and how to resolve this
