Is there a way to change the XP login screen background
or the screen saver for it?

To change the screensaver, edit the following registry value
Replace logon.scr with the name of the screensaver you want.

[HKEY_USERS\.DEFAULT\Control Panel\Desktop]
SCRNSAVE.EXE = logon.scr

For the wallpaper
Change the value to a picture you want.

[HKEY_USERS\.DEFAULT\Control Panel\Desktop]
Wallpaper = C:\WINDOWS\web\wallpaper\Bliss.bmp
