Logical Operator <= and >=

I am trying to use these operators and they return a False
when the two numbers are equal. What am I doing wrong. I
am using an absolute value for a negative number in some
of the comparisions. Any ideas?
 
Can you put the formula in that returns a false, and the contents and format
of the cells being referenced, and what you're trying to do?
